Best Voice Broadcasting Service in India: Rules and Options
Voice broadcasting plays one fixed message, a recording or synthesised speech, to every number on a list, and the call ends when the message does. A good service for India is one that handles DLT registration and DND screening for promotional calls, lets you test your own audio, and tells you plainly what it bills. Outpero publishes this post and sells voice broadcast, and the guide also says when a broadcast is the wrong tool.
Outpero publishes this post and offers voice broadcast. Facts about other vendors come from their own websites, read on 2026-10-14. The regulatory section is a plain-language summary, not legal advice: TRAI changes its directions from time to time, so check the current rules with your telecom provider or a lawyer before you send promotional calls.
What voice broadcasting is
Voice broadcasting, also called an OBD (outbound dialer) call, a voice blast or a bulk voice call, is an automated call that plays one pre-set message. You upload a list of numbers, choose the message and a time, and the system dials each number. When the person picks up, they hear the message, and the call ends when it finishes.
It is not a conversation. The listener cannot ask a question, get an answer or reschedule anything by speaking. That makes it the simplest and cheapest way to reach a large list by voice, and the wrong tool for any call where the answer matters.
What it is good for
- —Announcements: a school closing for a holiday, a society water cut, a clinic shifting its timings.
- —Reminders: an EMI due date, an insurance renewal, tomorrow's webinar or a vaccination camp.
- —Alerts: a delivery delay, a service outage, a bus route change.
- —Offers and invitations: a festival sale, a property open house, an admissions open day.
- —Surveys with a simple prompt, where you only need a fixed message played to everyone.
It reaches people who do not read messages. A recorded voice in the listener's own language reaches a shopkeeper, a farmer or an older customer who ignores an SMS.
The rules: TRAI, DLT and DND in plain language
India regulates unsolicited commercial communication through TRAI's Telecom Commercial Communications Customer Preference Regulations, 2018. For voice broadcast, the rules that matter follow.
- —Message type decides everything. A promotional call (selling or advertising) is treated differently from a transactional or service call (an OTP, a payment confirmation, an appointment reminder for a booking the person made).
- —DLT registration. Senders must register on the telecom operators' Distributed Ledger Technology platform, with a registered entity, a sender identity (header) and registered content templates. A message that does not match a registered template can be blocked.
- —Consent and the DND register. Promotional calls must only go to people who have given consent or who are not on the National Customer Preference Register, the do-not-disturb list. Scrub your list against it before you send.
- —Calling hours. Promotional calls are limited to the daytime window set by TRAI, 9 a.m. to 9 p.m. Schedule broadcasts inside it.
- —Number series. TRAI has directed that telemarketing and service calls use designated number series rather than ordinary mobile numbers. Ask your provider which series applies to your category.
- —Records. Keep your consent records and your call logs. If a customer complains, you need to show when and why they were called.
Outpero's calling line is DLT-registered, and its bulk campaigns screen against DND. That covers the carrier side, but the content and consent are still the sender's responsibility. For the longer question of legality, see the separate guide to whether AI calling agents are legal in India.
Uploaded audio or synthesised voice
Every broadcast service plays one of two kinds of message, and the choice affects cost, speed and how natural the call sounds.
| Uploaded audio file | Synthesised (text-to-speech) voice | |
|---|---|---|
| How you make it | Record it in a studio or on a phone, or hire a voice artist, then upload the file | Type the message; the system speaks it |
| Changing the message | Re-record every time the wording changes | Edit the text and send |
| Naturalness | As good as the recording; a real human voice carries trust for brand messages | Depends on the voice; modern voices sound natural but not identical to a person |
| Names, dates, amounts | Hard: you need a separate recording for each variation | Easy: insert the value into the text |
| Best for | A fixed festive greeting, a founder's message, a jingle | Reminders, alerts and anything that changes often |
| What to check | File format and length limits, and the quality of the recording | Whether the voice handles your language, local place names and numbers well |
Outpero supports both: an audio file you upload, or text synthesised in Outpero's voices. Test your own language with a short sample before sending a long list, because a voice that reads Hindi numbers well may stumble on a Malayalam place name.

How to choose a voice broadcasting service in India
- 01Compliance support. Ask how the service handles DLT registration, whether it screens against DND for promotional lists, and which number series it uses. A vendor that cannot answer in two sentences is a risk.
- 02Message flexibility. Check whether you can upload audio, use synthesised voice or both, and whether a name or amount can be inserted per recipient.
- 03Language fit. Test your language and your place names on a real call, not in a demo clip.
- 04Pricing clarity. Ask what is billed: per call attempted, per connected call or per second, and whether a call that rings out is charged. Ask about any monthly minimum.
- 05Reporting. You need to see who answered, how long they listened and who hung up in the first few seconds. A listen-through rate tells you whether the message works.
- 06Scheduling and retries. Calling windows, retry for unanswered calls and the ability to pause a campaign matter more than they sound.
- 07A route to conversation. If replies start coming in, can you move the same list to an AI conversation without changing vendor?
Who offers voice broadcast in India
The table below uses only what each vendor says on its own website as read on 2026-10-14. Where a vendor does not list broadcast, that is stated, because it may exist but is not shown.
| Vendor | What its site says about broadcast | Pricing for it | Better choice if |
|---|---|---|---|
| Outpero | Plays one fixed message, an uploaded audio file or text synthesised in Outpero's voices, to everyone on a list; call ends when the message ends | Lower rate than AI conversation minutes; not published yet, so ask | You want broadcast and AI conversation on one account |
| Exotel | A 'voice blaster' is listed in its XPrime, XPro and XTRM contact-centre plans | Plans XPrime $70 and XPro $100 (billing unit not stated); no separate broadcast rate | You already need a contact-centre suite with dialers |
| Ozonetel | Broadcast voice campaigns and an OBD regional-language brand blast | Not published | You want an enterprise contact-centre suite with DND scrubbing |
| Knowlarity | Concurrent automated outbound call blasts with outbound IVR and text-to-speech; states compliance with TRAI | OBD dialer pricing on request | You also need toll-free or virtual numbers and IVR |
| Vomyra | Not listed on its homepage or pricing page | Not applicable | You want AI conversation, not a recorded blast |
| EchoLeads | Not listed on its site | Not applicable | You want a voice and WhatsApp sales stack |
The honest summary is that the large telephony companies sell broadcast as part of a wider contact-centre contract, with concurrency and enterprise controls Outpero does not match. Outpero sells it as one mode inside a self-serve account, which suits a business that also wants AI conversations and does not want a separate platform.
How Outpero's voice broadcast works
You choose a list, pick an uploaded audio file or write the message as text, set the time and start. The message plays to everyone on the list and the call ends when it finishes. Broadcast is billed at a lower rate than AI conversation minutes. The per-minute price is not published yet, so confirm it in the app before you plan a budget.
Because it lives in the same account as the AI voice agent, you can follow a broadcast with an AI call to the people who answered, without exporting and re-uploading a list to a second vendor.
When to move from broadcast to an AI conversation
A broadcast is enough when you only need to inform. It stops being enough the moment you need a reply. The signs are easy to spot.
- —Listeners call back to ask questions the message could not answer, and your phone fills up.
- —You need a yes or no, such as confirming attendance, an appointment or a delivery slot.
- —A reminder should let the person reschedule, not just hear that they are late.
- —An offer needs qualifying, so you can see who is serious before a salesperson calls.
- —You want a record of what each person said, not only that the call connected.
An AI conversation costs more per minute because it listens, replies and writes up the result, but it replaces the callbacks and manual follow-ups a broadcast creates. Many teams use both: a broadcast to announce, then an AI call to everyone who answered, so the expensive minutes go only where a reply is needed.
A test method before you send a full list
- 01Send the message to ten numbers you control, including a landline if you use one and a phone on a weak signal.
- 02Listen to the opening five seconds. If the greeting is slow or unclear, people hang up before the point.
- 03Check how names, amounts and dates are read, and how the voice says your product or place name.
- 04Look at the report: how many connected, how long they listened and where they dropped off.
- 05Confirm the sender identity and the time window match your DLT registration and the permitted hours.
- 06Only then send a small batch of a few hundred numbers, check the complaints, and scale.
Frequently asked questions
What is voice broadcasting?
+
Voice broadcasting is an automated call that plays one pre-set message, a recording or synthesised speech, to everyone on a list. The call ends when the message finishes, and the listener cannot reply by speaking. It suits announcements, reminders, alerts and offers sent to many people at once at a low cost per call.
Is voice broadcasting legal in India?
+
It is legal when it follows TRAI's rules: register your sender and message templates on DLT, call only people who gave consent or are not on the do-not-disturb register for promotional content, and stay within the permitted hours. Rules change, so confirm the current position with your telecom provider before sending promotional calls.
Do I need DLT registration to send voice broadcasts?
+
Generally yes. Indian telecom rules ask senders to register on the operators' DLT platform with a sender identity and registered content templates. A good service either supplies a DLT-registered calling line or guides you through registration. Ask your vendor which parts it covers and which remain your responsibility.
Is a recorded voice or a synthesised voice better for broadcast?
+
A recording is best for a fixed message where a real human voice builds trust, such as a festival greeting. A synthesised voice is better for anything that changes, because you edit text instead of re-recording, and it can insert names, dates and amounts. Outpero supports both, so test your language on each.
What is the difference between voice broadcast and an AI voice agent?
+
A broadcast plays one fixed message and ends. An AI voice agent holds a two-way conversation: it listens, answers, qualifies, books appointments and writes up the call. Outpero offers both, with broadcast billed at a lower rate than AI conversation minutes. Use broadcast to inform and the agent when you need a reply.
How much does voice broadcast cost on Outpero?
+
Outpero bills voice broadcast at a lower rate than its AI conversation minutes, which are ₹5 a minute on Standard and ₹6.8 on Premium, excluding 18% GST. The broadcast rate itself is not published yet, so check it in the app. There is no setup fee, and signup includes 50 free credits.
The Outpero team builds AI voice agents for Indian businesses, in Hindi, Telugu, Tamil, Marathi, Kannada, Malayalam and English. Figures are from Outpero's own product unless another source is named.
