How do I register on DLT for voice calls, how long does it take and what does it cost?

Short answer

You register on DLT as a principal entity on a telecom operator's DLT portal, with your business details and an authorised signatory, then register your headers and any templates or consent the operator asks for. Fees and timelines are set by the operators and change, so read them on the portal. Outpero places calls on a DLT-registered line, so many businesses do not register separately.

What DLT registration is

DLT stands for distributed ledger technology. Under TRAI's TCCCP Regulations 2018, telecom operators run DLT platforms where senders of commercial communication, called principal entities, register themselves and their headers, and where consent and preferences are recorded. A call from an unregistered sender can be blocked by the operator.

The usual path

  1. 01Choose one telecom operator's DLT portal. Registration done with one operator is shared across the DLT ecosystem, but confirm this when you apply.
  2. 02Register as a principal entity: business name, type, address, contact details and an authorised signatory.
  3. 03Upload the business identity documents the portal asks for.
  4. 04Wait for verification and receive your entity ID.
  5. 05Register the headers or numbers you will call from and any content templates or consent records required for your type of call.
  6. 06Link your telemarketer or calling provider to your entity ID, if you use one.

How long it takes and what it costs

Neither figure is fixed. Operators set their own registration charges and processing times, and they have revised them over the years. Treat any number quoted on a blog, including this one, as out of date until you see it on the operator's own portal. If a vendor quotes a price, ask whether it covers the entity registration, headers and templates separately.

When you may not need your own registration

If your calling provider runs the calls on its own DLT-registered line, you may be able to call enquiries and customers without registering as a separate principal entity. Outpero works this way: calls go out on a DLT-registered line, and the ₹649/month dedicated number includes the compliance and carrier fees attached to it.

Businesses running their own promotional programmes, or regulated by RBI, SEBI or IRDAI, often still need their own registration. Confirm the split with your provider and your telecom operator, or ask counsel.

Any business sending commercial communication, such as promotional or service calls and messages, falls under the DLT framework. Whether you register yourself or call through a provider's registered line depends on the type of calling and your sector. Check with your operator and calling provider before launch.
