Vapi vs Bolna vs Retell for Indian-Language Calling

Vapi, Bolna and Retell AI are developer platforms: they give your engineers the pieces to build a voice agent, not a finished one. For Indian-language calling the deciding questions are who picks the speech models, who sets up +91 numbers and DLT and DND compliance, and what the full per-minute bill becomes. Outpero publishes this post and sells a finished alternative, so it states where each platform wins.

Disclosure

Outpero publishes this post and sells a finished AI voice agent that competes with the build-it-yourself route described here. Facts about Vapi, Bolna AI and Retell AI come from their own public websites, last checked on 30 July 2026, and may have changed since. Anything a vendor says only in marketing copy is labelled a claim. Confirm current details on each vendor's site before you decide.

What these three platforms actually are

Vapi, Bolna and Retell AI sit in the same category: infrastructure for building a voice agent. You get an API or a builder, a way to connect speech and language models, and a way to attach a phone line. You do not get a finished employee that already knows your business, your language mix and the Indian rules on outbound calling.

That is not a criticism. If your company has engineers and wants a custom voice product, a platform is the correct purchase. The trouble starts when a business owner reads the headline price, assumes it is the whole price, and discovers that the platform is one of six or seven line items.

The three are also not identical. Vapi describes itself as API-first, Bolna positions itself as Voice AI built for India, and Retell offers a drag-and-drop framework that is lower-code than a raw SDK. Those differences matter for different teams.

What each platform says about itself

PlatformHow it describes itselfWhat your team assemblesPublished pricingWhere it wins
VapiAPI-first by design; cites 750K+ developers (its own claim)Model providers, call logic, phone numbers and any Indian compliance layer$0.05/min platform fee; model provider costs billed separately; $10/month per additional concurrent line; HIPAA add-on $2,000/monthDeep configurability; SOC 2, HIPAA and PCI compliance claimed; built for very large call volumes
Bolna AIVoice AI built for India; built for developers, easy for everyoneA choice among 20+ speech, language and voice models, via a no-code playground or developer APIsNot published on the homepageModel flexibility and an India-first positioning; bulk calling at scale is claimed, with no number given
Retell AIDrag-and-drop agentic framework for phone callsPreset functions, a knowledge base and call flows$10 of free usage, then not publishedLower-code than raw APIs; about 600 ms latency claimed; integrations such as HubSpot, Twilio, Vonage and Salesforce

Notice how much of the right-hand column is a claim rather than something you can verify from the page. Latency, scale and language quality are things to measure in your own test, with your own callers, which the later sections show how to do.

The Indian-language problem a platform leaves with you

A platform does not speak Hindi or Tamil. The language quality of your agent is the language quality of the speech-recognition, language and voice models you connect, plus the prompts you write. Two teams on the same platform can ship agents of very different quality.

That is where Indian calling gets difficult. A real caller in Pune says half a sentence in Marathi and half in English. A caller in Coimbatore puts Tamil suffixes on English words. A caller in Hyderabad gives a number as 'pachchees hazaar'. None of this appears as a setting called Indian languages; it appears as dozens of small failures in the first hundred calls.

  • —Mixed-language speech: the agent has to follow a switch into English mid-sentence without restarting the conversation or changing voice.
  • —Numbers, money and names: lakh and crore, spoken digit strings, mobile numbers read in groups, and initials placed before a name.
  • —Voice choice: a voice that sounds like a news reader loses callers faster than a slightly slower but warmer one.
  • —Regional speech: the same language sounds different across states and cities, so test with callers from the place your customers live.

With a platform, every one of these is yours to tune. With a finished product such as Outpero, a specialist in regional-language voice AI, the tuning across Hindi, Telugu, Tamil, Marathi, Kannada, Malayalam and English is already done and the agent switches to English the moment the caller does. That difference is the real build-or-buy question, and the later sections turn it into numbers.

India telephony and compliance: who owns it

Outbound calling in India is regulated. TRAI's rules, the DLT registration of the calling line and DND screening of lists apply whichever tool places the call. The question is whether the platform handles them or whether your team does.

On the pages checked, none of the three describes India-specific DLT or DND handling. A global platform is not wrong to leave this out, since it serves many countries. But it means someone on your side has to source a +91 number, register the calling line, screen lists against the do-not-call registry, and keep the records.

  1. 01Get a +91 calling line from a carrier or telephony partner that supports AI-driven outbound traffic.
  2. 02Complete DLT registration for the business, the calling line and the content or purpose of calls.
  3. 03Screen every bulk list against the national do-not-call registry before dialling.
  4. 04Set calling windows so calls are not placed at hours your customers will complain about.
  5. 05Keep a record of consent, call logs and opt-outs, and let people say stop in their own language.

Want to hear this working, not just read about it?

The legal side deserves its own read; see Outpero's explainer on whether AI calling agents are legal in India. Outpero's line is DLT-registered and bulk campaigns screen against DND, so a business using it does not assemble this layer itself. A team on a developer platform does.

The real bill: assembling it line by line

The cleanest way to compare a platform with a finished product is to list every cost the call generates. The table shows the line items for a platform route and what the finished route replaces them with.

Cost lineOn a developer platformOn Outpero
Platform feeVapi: $0.05/min. Bolna and Retell: not published on the pages checkedIncluded in the per-minute rate
Speech recognitionBilled by the provider you connect, on top (Vapi states this)Included
Language modelBilled by the provider you connect, on topIncluded
VoiceBilled by the provider you connect, on topIncluded, in Standard at ₹5/min or Premium at ₹6.8/min
+91 calling line and carrier feesBought and managed by you₹649/month per business number, including 1 channel
DLT and DND complianceYour team or your telephony partnerDLT-registered line; DND screening on bulk campaigns
Extra simultaneous callsVapi: $10/month per additional concurrent line₹649/month per extra channel, add or remove any month
Build and maintenanceEngineer time, ongoingNone; describe the job and the employee calls

Take a business that expects 10,000 connected minutes a month. Vapi's platform fee alone is 10,000 times $0.05, which is $500, before any of the provider costs it passes through. On Outpero the same minutes are 10,000 times ₹5, which is ₹50,000 on Standard or ₹68,000 on Premium, plus ₹649 for the number, with 18% GST added on top. Everything else on the platform side is still to be priced.

Do not read that as 'Outpero is cheaper at any volume'. A very large operation with an engineering team may build a leaner stack and pay less per minute. The honest point is that the headline fee of a platform is rarely the number to compare. Ask each vendor for the all-in cost per connected minute in writing, with GST.

What your engineers would actually do in the first month

  1. 01Pick the speech, language and voice models and test each in the languages your customers use.
  2. 02Write the prompt, the knowledge base and the call flow, including what the agent must refuse to say.
  3. 03Source the +91 line, complete DLT registration and agree calling windows.
  4. 04Connect the CRM, calendar or spreadsheet so the call has somewhere to write its result.
  5. 05Build the reporting: transcripts, summaries, fields captured and credits or cost per call.
  6. 06Run a pilot on a small list, listen to the calls, fix the failures and repeat.

Teams that enjoy this work and need the control get value from it. Teams that wanted calls to start this week usually find that the first month is mostly telephony and tuning rather than selling.

A 20-minute Indian-language test for any platform

Whichever route you choose, test with real speech before committing. Place or receive calls on the agent and say each of these lines as a real customer would. Note where it stumbles, repeats itself or loses the language.

What to testSay thisPass looks like
Hindi with English mixed inMujhe site visit Saturday ko chahiye, budget pachaas lakh ke around haiUnderstands both languages, confirms Saturday and fifty lakh
A spoken numberMera number nau aath saat, chhe paanch...Reads the digits back in the same grouping and asks to confirm
Tamil with English wordsNaalaikku appointment book panna mudiyumaReplies in colloquial Tamil, keeps the English word, offers two slots
Telugu honorificMeeru evaru matladutunnaruUses respectful forms and states it is an AI assistant
InterruptionInterrupt mid-sentence with a different questionStops, answers the new question, then returns to the goal
A switch to EnglishChange to English halfway throughFollows at once, in the same voice, without restarting

Run the same six lines on every option, including Outpero, and compare the recordings rather than the demos. Also time the gap between you stopping and the agent speaking. Retell claims about 600 ms and Outpero measures 0.8 to 1.3 seconds on average end to end; whatever a vendor claims, your own stopwatch on your own calls is the number that counts.

Which one suits which team

  • —Choose Vapi if you have engineers, need maximum configurability, care about enterprise compliance such as SOC 2 or HIPAA, and are prepared to price each provider separately.
  • —Choose Bolna if your team wants an India-oriented platform with a choice of 20+ models and either a no-code playground or developer APIs, and you will confirm bulk and compliance details with them directly.
  • —Choose Retell if you want a lower-code builder with a flow editor and a long integration list, and you are comfortable asking for pricing that the site does not publish.
  • —Choose Outpero if you are a business owner or an operations team and want a working agent in Hindi, Telugu, Tamil, Marathi, Kannada, Malayalam or English that starts calling this week, at a published rate.

Where Outpero fits, and where it does not

Outpero is a finished AI employee. You describe the job, choose a Standard or Premium voice, and it makes the calls, takes inbound calls on your business number, runs bulk campaigns from a CSV list, plays voice broadcasts and writes up every conversation. It can transfer a call to your team when a person should take it, and it remembers returning callers. New accounts get 50 free credits with no card.

It is the wrong tool when you want to own the model stack, ship the voice agent inside your own software product, or need a certification or deployment option Outpero does not publish. In those cases a developer platform is the better fit, and Bolna or Vapi may be the right start. For the head-to-head tables with each vendor's sourced facts, see the Outpero comparison pages linked below.

Frequently asked questions

Is Bolna better than Vapi for Indian languages?

+

Bolna positions itself as built for India and lets you choose among 20+ models, which suits an Indian-language build. Vapi is a more general platform whose language quality depends on the models you connect. Neither guarantees quality on its own, so run the same Hindi, Tamil or Telugu test calls on both and judge the recordings.

Is Vapi really $0.05 a minute?

+

$0.05 per minute is Vapi's platform fee only. Its own pricing page says speech, language and voice provider costs are passed on to the customer and billed separately, and extra concurrent lines cost $10 a month each. The all-in figure is higher and depends on the providers you pick, so ask for the full cost per connected minute.

Does Retell AI publish pricing for India?

+

On the pages checked in July 2026, Retell advertised $10 of free usage and did not publish an India-specific price. It lists integrations with HubSpot, Twilio, Vonage and Salesforce and claims about 600 ms latency. Ask Retell for a written per-minute quote in the currency you will pay, including telephony.

Do these platforms handle DLT and DND compliance in India?

+

None of the three describes India-specific DLT registration or DND screening on the pages checked. A team building on them has to source a +91 line, register the calling line, screen lists and keep records itself. Outpero's calling line is DLT-registered and its bulk campaigns screen against DND.

Should a small business build on Vapi, Bolna or Retell?

+

Usually not. A small business without engineers spends weeks on model choice, telephony and compliance before it makes useful calls. A finished product starts the same day. A platform makes sense when you have developers and want custom behaviour, or when the voice agent is a feature inside your own software.

How much does Outpero cost compared with a developer platform?

+

Outpero has no setup fee. Standard is ₹5 per connected minute and Premium is ₹6.8, from prepaid credits, plus ₹649 a month for a +91 business number that includes 1 channel. All prices exclude 18% GST. On a platform you add provider, telephony and engineering costs to the headline fee.
