Can I call a lead on DND who filled my enquiry form?
Generally yes. A person who submits their number on your website, Meta lead form or Google Ads form and asks to be contacted has started the conversation, and a callback about that enquiry is widely treated differently from a cold promotional call. Keep proof of the enquiry and its consent wording, and stay on the topic they asked about. Wider promotion to the same number needs fresh scrutiny.
Why an enquiry changes the picture
DND preferences under TRAI's TCCCP Regulations 2018 exist to stop unsolicited commercial communication. A callback to someone who requested it a few minutes earlier is not unsolicited in any ordinary sense, which is why lead-response calling is usually treated as service-like contact rather than a cold pitch.
TCCCP 2018 sets a higher bar for consent that overrides DND for promotional communication: it should be explicit, recorded and verifiable, and TRAI has pushed operators to offer digital consent acquisition through DLT. A form submission is strong evidence of a request, but whether it counts as consent for later, unrelated promotion is a separate question.
Make the form do the work
- —Put a clear line next to the submit button: 'By submitting, you agree to be called and messaged by [Business] about this enquiry.'
- —Store the timestamp, source (Meta, Google Ads, website), page and lead ID for every submission.
- —Use the number for the enquiry the person made, not unrelated promotional campaigns.
- —Honour 'do not call me' immediately and record it.
Portal leads
Leads from IndiaMART, JustDial, 99acres or MagicBricks arrive under the portal's own terms, which usually let the advertiser contact the enquirer. Read those terms, and remember the person enquired through the portal, so the first sentence of the call should say where the enquiry came from. For example: 'You enquired about a 2BHK in Kondapur on MagicBricks yesterday.'
How Outpero handles it
Outpero's instant lead calling dials new enquiries from Meta lead ads, Google Ads forms, websites and CRMs within 30 seconds. Bulk campaigns, where cold lists usually sit, screen against DND before dialling. Inbound calls from people who ring your number are outside DND altogether, since the customer chose to call.
Consent under TCCCP 2018 and the DPDP Act 2023 is still being clarified in practice. Have your form's consent wording reviewed by counsel.
