Can a business make sales calls from a regular 10-digit mobile number?
Not for telemarketing. Under TRAI's TCCCP framework, promotional calls must go through registered telemarketers on the 140 series, and TRAI's August 2024 direction and 2025 amendment target senders using ordinary 10-digit numbers, SIP or PRI lines for promotion. One-to-one calls with customers you already deal with are different, but dialling lists from personal SIMs risks losing those numbers entirely.
Why 10-digit telemarketing is targeted
Ordinary mobile numbers make promotional calls look personal, which raises pickup and also raises complaints. TRAI has treated this as the core of the unsolicited call problem. Its August 2024 direction ordered disconnection and blacklisting of unregistered senders using telecom resources for promotional calls, and the 2025 amendment to TCCCP 2018 sharpened action against senders using 10-digit numbers for telemarketing.
What is still normal
- —A relationship manager calling an existing client about their account.
- —A salesperson returning a missed call from a prospect.
- —A clinic receptionist confirming tomorrow's appointment.
- —A delivery executive calling to confirm an address.
These are one-to-one service conversations, not telemarketing. The line is crossed when the same SIM is used to dial a list of people about offers, especially through an auto-dialer or bulk software.
Where software comes in
Any system that dials many numbers in sequence from a SIM box or an unregistered SIP trunk looks like telemarketing to an operator, whatever the script says, and recorded broadcasts are treated the same way. Choose a provider whose calling line is DLT-registered and which keeps promotional and service traffic apart.
What customers see
With caller ID apps and operator spam labels now common, a 10-digit number that dials hundreds of strangers a day is quickly tagged as spam. That label then follows the number into genuine calls to existing customers, who stop picking up. A registered, consistent business number avoids that damage as well as the regulatory risk.
How Outpero fits
Outpero calls from a DLT-registered dedicated number, ₹649 a month including compliance and carrier fees, rather than consumer SIMs. Bulk campaigns screen against DND and respect the calling window you set.
If your sales team relies on personal SIMs today, review that practice with your operator. The risk is losing those numbers along with every customer who knows them.
