Is voice broadcasting legal in India?

Short answer

Yes, when it follows TRAI's rules. Voice broadcasting plays a pre-recorded or synthesised message to a list, and promotional broadcasts fall under the TCCCP Regulations 2018: a DLT-registered sender, a registered telemarketer route on 140-series numbers, DND screening and daytime calling. TRAI's August 2024 direction specifically targeted pre-recorded and computer-generated promotional calls from unregistered senders, with disconnection and blacklisting.

What voice broadcasting is

Voice broadcasting, often called a robocall or voice blast, dials a list, plays one fixed message and ends the call. There is no conversation. Businesses use it for announcements, offers, payment reminders, exam or event alerts and service notices. Because one message can reach thousands of phones in an hour, it is also the format regulators watch most closely.

The rules that apply

  • —TCCCP 2018: a promotional broadcast is commercial communication, so the business must be registered on DLT and the calls must go through a registered telemarketer route on 140-series numbers.
  • —DND: promotional broadcasts must skip numbers whose preferences block that category, unless you hold verifiable consent.
  • —TRAI's August 2024 direction: promotional voice calls, including pre-recorded and computer-generated calls, from unregistered senders using SIP, PRI or other resources face disconnection of all telecom resources and blacklisting (up to two years under the direction; one year for repeat violations under the 2025 amendment).
  • —DPDP Act 2023: the list is personal data, so you need a lawful basis for using each number.

Promotional versus informational broadcasts

A broadcast telling existing customers that a branch is closed for Diwali, or that an EMI is due tomorrow, is a service message to people who have a relationship with you. A broadcast announcing a festive sale to a list of strangers is promotional. The category decides the number series, DND treatment and complaint exposure.

Why broadcasts draw complaints

A recorded message cannot answer questions or take an objection mid-call, so irritated recipients report it to 1909 instead. Keep messages short, name the business in the first sentence, and tell people how to stop receiving them.

How Outpero fits

Outpero offers voice broadcast alongside AI conversations: you upload an audio file or have text spoken in Outpero's voices, and the same message plays to everyone on the list. It is billed at a lower rate than AI conversation minutes. Registration, number series, DND and consent obligations apply to a promotional broadcast exactly as to any other promotional call, so confirm how your broadcast list will be handled before launch.

Not legal advice

Pre-recorded calling is a priority area for TRAI enforcement and the rules change often. Confirm your number series and list with your operator before any promotional broadcast.

Follow-up questions

Is voice broadcasting the same as an AI voice agent?

+

No. A broadcast plays the same fixed message to everyone and ends; an AI voice agent holds a two-way conversation, answers questions and records responses. Both are commercial calls under TCCCP 2018 when used for promotion, so registration and DND rules apply to both. Broadcast suits one-way announcements, while a conversation suits anything that needs a reply.
