Best Cloud Telephony Providers in India (2026): How to Choose
Cloud telephony is a business phone system you rent over the internet: numbers, IVR, call routing, recording, dialers and APIs, with no on-premise exchange. The right provider depends on whether your calls are handled by a human team, an AI agent or both, and this guide compares six Indian providers on what each publishes on its own website, read on 2026-10-14. Outpero publishes this post; it sells an AI voice agent, not a full telephony stack, and says so below.
Outpero publishes this post and sells an AI voice agent, so it is a party to the market it describes. Every fact about another company comes from that company's own website, read on 2026-10-14. Anything marked 'claimed' is the vendor's own statement and has not been tested by Outpero. Where a price is not published, this post says so instead of guessing. This is a guide to choosing, not a ranking.
What cloud telephony is, and what it is not
Cloud telephony is a hosted phone system. Instead of buying a PBX and a bundle of physical lines, a business rents virtual numbers, call routing, an IVR menu, call recording and dialer software from a provider and manages everything in a browser. The provider connects those numbers to the telecom operators and carries the compliance load that comes with them.
It is not the same thing as an AI voice agent. Cloud telephony moves calls between people and systems: it rings the right desk, plays a menu, records the conversation and logs the call. An AI voice agent holds the conversation itself. The two overlap more every year, because most telephony vendors now sell an AI add-on, but the buying questions are different.
A few terms come up in every vendor conversation. A DID number is a virtual number that rings into your system, a SIP trunk is the connection that carries the calls, and IVR is the keypad menu that routes a caller. Outpero's glossary has short definitions of each, linked at the end of this post.
Eight criteria that separate providers
- 01Number types. Do you need a local landline-style number, a mobile-style number, a 1800 toll-free number, or all three? Toll-free and branded caller ID are priced separately almost everywhere.
- 02Compliance for outbound calls. Ask how the provider handles DLT registration of your calling line and whether it screens against the DND list. A vendor whose pages only mention US rules such as TCPA is telling you something.
- 03How concurrency is sold. Some vendors sell seats, some sell concurrent call capacity, some bill per minute. A rental that looks cheap per seat can be expensive per call if your agents talk for hours.
- 04Routing and IVR depth. Time-based routing, skill-based routing, queues, call barging and whisper matter for a human contact centre and not at all for a single reception desk.
- 05Dialers. Preview, progressive, power and predictive dialers suit different outbound teams. Ask which are included and which are add-ons.
- 06APIs and CRM connections. If you want calls logged in your CRM automatically, check for a REST API, webhooks and a connector to the CRM you already use.
- 07Contract terms. Annual billing, quarterly advance payment, one-time onboarding fees and refund windows all change the real first-year cost.
- 08AI readiness. Does the vendor sell an AI voice agent, can a human take over a live AI call, and is the AI price published? Most do not publish it.
Six providers compared on published facts
The table below uses only what each company shows publicly. Rupee figures are as published, and several vendors state prices excluding GST. Where a company does not publish a figure, the cell says so. Outpero is added at the end for contrast, because it is a different kind of product.

Where each provider is the better choice
Exotel
Exotel is a full Indian contact-centre stack, and its pitch is that AI voice agents sit alongside human agents who can monitor conversations and take over. It claims 99.99% uptime and sub-300 ms voice latency on its homepage. It suits a company that already runs a human team and wants AI added to the same system, rather than a separate product.
Ozonetel
Want to hear this working, not just read about it?
Ozonetel is the one to shortlist for a large outbound or inbound contact centre. It lists predictive, power, preview and progressive dialers, automated DND scrubbing for outbound calls and regional-language brand blasts. Its Voice AI page claims 12+ languages, which is more than Outpero's seven, though it does not name them.
Knowlarity and MyOperator
Both sell the plumbing that a small human team needs: virtual and toll-free numbers, IVR, routing and call recording. Knowlarity publishes toll-free plans and a per-agent rate, which makes budgeting easy, and MyOperator publishes two user-based tiers with a managed AI tier on top. The catch with both is commitment. Knowlarity's softphone plans run a minimum of one year with quarterly advance payment, and MyOperator bills yearly.
Tata Tele Smartflo and Airtel IQ
These are carrier-backed options. Smartflo publishes seat and concurrency rentals, which is rare and useful, and it spans voice, WhatsApp, email, SMS and video. Airtel IQ offers mobile, landline and toll-free caller IDs, number masking and a WhatsApp Business API with campaign tools. A large enterprise that wants one telecom vendor for messaging and voice is the natural buyer for either.
Where Outpero fits, and where it does not
Outpero is not a cloud telephony provider. It has no IVR menu builder, no toll-free number range, no softphone for a human team and no contact-centre dashboard for supervisors. If you need to run twenty human agents on a shared queue, choose one of the providers above.
What Outpero does is answer and place calls with an AI employee in Hindi, Telugu, Tamil, Marathi, Kannada, Malayalam and Indian English, and it is a specialist in regional-language voice AI rather than an English-first agent with languages added later. Each business gets a dedicated +91 number at ₹649 a month, which covers compliance and carrier fees and includes one channel, meaning one call at a time. Extra channels are ₹649 a month each. The calling line is DLT-registered and bulk campaigns screen against DND.
A common arrangement is to keep a telephony provider for the human team and use an AI voice agent on a separate line for the work that does not need a person: instant callbacks to new enquiries, after-hours answering and reminder calls. Calls that should reach a person can be transferred to your team.
Seat pricing versus per-minute pricing
Telephony is mostly sold per seat or per concurrent line, which suits a team of people who are on calls most of the working day. AI calling is sold per connected minute, which suits work that arrives in bursts. The two are not equivalent, so do not compare them line for line.
A rough illustration shows the shape of the difference. Ten human agents on a plan from INR 1,999 per agent per month would cost at least INR 19,990 a month before any extra numbers or add-ons. An AI agent handling 1,000 connected minutes at Standard costs ₹5,000, plus ₹649 for the number, so ₹5,649 before GST. These buy different things: the first gives ten people a phone system, the second gives one number a tireless caller. The useful question is which of your calls actually need a person.
A one-week test before you sign
- 01Ask for the carrier route and DLT process in writing. If the answer is vague on a dialer plan, assume outbound onboarding will take longer than the sales page implies.
- 02Place fifty test calls at your real peak hour and listen for drops, one-way audio and delay. Do it from at least two mobile networks and one landline.
- 03Download a recording and a call log through the interface your team will actually use. Check that fields reach your CRM or sheet.
- 04Ask what happens when you need to leave: number porting terms, notice period, refund policy and who owns the recordings.
- 05If AI is part of the plan, run the same ten test calls in your customers' language and note where it hesitates. Ask for the AI price in writing, since most vendors here do not publish it.
None of this needs a procurement team. It needs a free afternoon, two phones and a list of the calls your business actually gets. The provider that handles those calls cleanly in a trial is more likely to be right than the one with the longest feature page.
Frequently asked questions
What is the best cloud telephony provider in India?
+
No single provider is best for every business. Exotel, Ozonetel and Tata Tele Smartflo suit larger contact centres, Knowlarity and MyOperator suit small human teams that need numbers and IVR, and an AI voice agent suits businesses whose calls are routine and repetitive. Choose by the calls you handle, then test two vendors.
How much does cloud telephony cost in India?
+
It varies by what you buy. Published examples from vendors' own sites include Knowlarity contact-centre plans from INR 1,999 per agent per month, MyOperator tiers at ₹5,000 and ₹15,000 a month, and Smartflo licences from ₹950 a month plus a one-time fee. Several providers, including Airtel IQ and Ozonetel, do not publish prices.
Is cloud telephony the same as an AI voice agent?
+
No. Cloud telephony carries and routes calls, with menus, queues, recording and dialers for people. An AI voice agent holds the conversation itself, in the caller's language, and writes up the result. Many telephony vendors now sell AI add-ons, and AI-only products such as Outpero include a number but not a contact-centre suite.
Do I need DLT registration for cloud telephony?
+
For outbound promotional and transactional calling and messaging in India, registration of the calling line on the telecom operators' DLT platform is expected, and DND screening applies to bulk outbound calling. Ask any provider how it handles both. Outpero's calling line is DLT-registered and its bulk campaigns screen against DND.
Can I use an AI voice agent with my existing telephony provider?
+
It depends on the vendors. Some AI products accept a number or SIP trunk you bring, while others issue their own. Outpero issues a dedicated +91 number at ₹649 a month, so a common pattern is a separate AI line beside your existing system. Ask each vendor about number porting and call forwarding before you commit.
What contract terms should I watch for?
+
Look for annual billing, quarterly advance payment, one-time onboarding fees and refund windows. Knowlarity's softphone plans state a minimum one-year term, MyOperator bills yearly with a 30-day refund policy, and Smartflo charges a one-time fee plus monthly rental. Outpero has no setup fee, no subscription and no lock-in, with prepaid credits that do not expire.
The Outpero team builds AI voice agents for Indian businesses, in Hindi, Telugu, Tamil, Marathi, Kannada, Malayalam and English. Figures are from Outpero's own product unless another source is named.
