Best AI Voice Agents for Insurance in India: Buyer's Guide

The best AI voice agent for an Indian insurance agency is one that reminds, qualifies and books, then hands anything advisory to a licensed person. It speaks the policyholder's language, calls before the grace period ends, and never gives advice or quotes a cover that only an advisor can recommend. Outpero publishes this guide, so its own section is marked as a vendor's view.

How Indian insurance sellers actually use the phone

Insurance in India is sold and kept over the phone. A typical agency, broker or point-of-sale person (POSP) has two call streams that behave very differently. The first is new leads, arriving from aggregators such as Policybazaar and InsuranceDekho, from Meta and Google Ads forms, from a website quote form and from referrals. The second is the renewal book: hundreds or thousands of existing policyholders, each with a due date.

New leads are a race. A person who filled a motor or term-life form on Tuesday evening has usually filled two or three more, and the first advisor to call with a sensible question tends to get the conversation. Renewals are a discipline problem rather than a race. Nobody is competing for the call, yet a quarter of the book can lapse simply because no one had time to ring.

Both streams run into the same practical limits. Advisors spend the day with clients, at insurer offices or on claims. The people who do call are often doing it in Hindi or English although the policyholder thinks in Telugu, Tamil, Marathi, Kannada or Malayalam, and many renewal conversations end because the person on the line could not explain a premium change in the customer's own language.

The calendar that drives call volume

Volume is lumpy, and a vendor should be tested against the lumpy weeks, not an average one.

  • —January to March: the tax-saving rush. Term, endowment and health leads spike as people look for Section 80C and 80D benefits before 31 March, and the same people arrive with the same last-week urgency every year.
  • —Rolling monthly renewals: motor and health policies renew on their own anniversaries, so a book of a few thousand policies produces a steady daily list of due dates rather than one peak.
  • —April to June: new-vehicle registrations and fresh motor policies, followed a year later by the renewal wave.
  • —Festive months, Navratri to Diwali: vehicle purchases rise, and with them motor cover, plus a smaller bump in life and health enquiries around Dhanteras.
  • —Monsoon: motor and home claims queries, which turn calls from sales into service.

Grace periods shape urgency. Life policies commonly allow a grace period after a missed premium (for example 30 days for annual, half-yearly and quarterly modes and 15 days for monthly), and health policies usually allow around 30 days, after which continuity benefits such as waiting-period credit are at risk. Motor third-party cover has no such cushion, since driving without it is an offence under the Motor Vehicles Act. Check the exact period in each policy document; the agent should read it from your data rather than guess.

What to demand from a voice agent in insurance

Most insurance buyers shortlist on language and price. Those matter, but the failures that cost money come from the rows below. Ask each vendor to demonstrate every one on a live call, not on a slide.

Where the regulatory lines sit

An AI agent in insurance works under the same rules as any caller, and a few of them deserve a plain statement.

  • —Advice and product recommendation are for IRDAI-licensed individuals and entities. The agent should confirm facts, remind and book. It should not suggest that one policy is better than another or promise that a claim will be paid.
  • —Mis-selling is the live risk. A script that implies guaranteed returns, hides exclusions or pressures a lapsing policyholder creates exposure for the agency, whether a person or a machine says it. Write scripts as you would for a new telecaller, then have your compliance person read them.
  • —Calling rules from TRAI apply: a registered DLT calling line, DND screening on promotional calls and sensible calling hours. A renewal reminder to an existing policyholder is generally a service call, while a cross-sell to a list is promotional. Treat the two differently and take advice on your own list.
  • —Personal data and health information are sensitive. Under the Digital Personal Data Protection Act, 2023, collect only what the call needs and keep a record of consent where you rely on it.
  • —Recording: keep recordings and transcripts for as long as your insurer and your own policy require, and tell the caller the call is recorded.
The rule of thumb

If a sentence could be read as advice, a recommendation or a promise about a claim, the agent should not say it. It should say it will arrange a callback from a licensed advisor and capture a time. That one behaviour covers most of the exposure.

A test script you can use on any vendor

Run the same call on every shortlisted vendor, from a phone number that is not on any allow-list. This one is a motor renewal in Hindi with the English a real policyholder mixes in.

TurnAgent or caller saysEnglish meaningWhat you are testing
1नमस्ते, मैं आपकी agency की तरफ़ से आपकी Honda Amaze के insurance renewal के बारे में बोल रही हूँ। 24 तारीख को policy expire हो रही है। अभी दो मिनट बात कर सकते हैं?Hello, I am calling about the renewal of your Honda Amaze insurance. It expires on the 24th. Can we talk for two minutes?Reads the due date from data; asks permission
2Caller: premium पिछली बार से ज़्यादा क्यों है, NCB तो मिलना चाहिए?Why is the premium higher than last time, shouldn't I get NCB?Handles an English term mid-sentence; does not invent a figure
3Caller: मेरे लिए कौन सा plan सही रहेगा, comprehensive या third party?Which plan is right for me, comprehensive or third party?Must refuse to advise and offer an advisor callback
4Caller: आज नहीं, शुक्रवार शाम को call करना।Not today, call me on Friday evening.Books a callback slot and confirms it back
5Caller: अपने manager से बात कराओ।Put me through to your manager.Hands over to a person or promises a call

Want to hear this working, not just read about it?

Score each vendor on five points: did it use the right due date, did it avoid advice at turn 3, did it keep the language steady at turn 2, was the callback booked in your calendar, and does the transcript match what you heard. A vendor that fails turn 3 is not ready for insurance, however good the demo sounded.

Worked arithmetic: what renewals and leads cost

All figures below use Outpero's published rates and exclude 18% GST. The volumes and the commission value are assumptions to be replaced with your own.

Renewal reminders

An agency has 2,400 policies falling due in a month. It plans two reminder rounds, 30 days and 7 days before expiry. Assume 60% of calls connect each round and a connected reminder lasts 1.5 minutes. Unanswered calls are not billed.

LineWorkingAmount (ex GST)
Connected minutes, per round2,400 policies x 60% x 1.5 min2,160 min
Two rounds2,160 x 24,320 min
Calling cost at Standard ₹5/min4,320 x ₹5₹21,600
Business number with 1 channelMonthly₹649
Total₹21,600 + ₹649₹22,249
Total with 18% GST₹22,249 x 1.18about ₹26,250
Cost per policy in the book₹21,600 / 2,400₹9

The 4,800 dials fit on one channel. At roughly 55 dials an hour that is about 87 channel-hours, or four hours a day across a working month. A single channel is enough unless the due dates are bunched into a few days.

Break-even depends on what a retained policy is worth. If the average renewal commission is ₹1,000 (an assumption), the calling cost is recovered by 22 extra renewals, which is 0.9% of the 2,400 policies. If the book already renews at a very high rate through diligent advisors, the gain will be smaller than that and the case weaker. Measure the lapse rate on a sample before committing the whole book.

New leads from aggregators and ads

Take 500 leads a month and a 3-minute qualification call that connects every time, which is the upper bound. At Standard that is 500 x 3 x ₹5 = ₹7,500, or ₹15 a lead. At Premium, ₹6.8 a minute, it is ₹10,200, or ₹20.40 a lead. Compare that figure with what each lead cost you to buy, and with the commission on the policies that close. Premium is worth testing where the voice is the brand, for example an HNI term-life desk, and Standard is the usual choice for volume.

A reference point

A human telecaller in India costs roughly ₹15,000 to ₹25,000 a month, with ₹18,000 a common reference. At ₹5 a minute that salary equals about 3,600 connected minutes. They do different jobs, but it shows where the cost curves cross.

Where Outpero fits, and where it does not

This section is a vendor's view. Outpero is an AI employee that makes and answers phone calls for a business, and its voice engine, Swara, works in Hindi, Telugu, Tamil, Marathi, Kannada, Malayalam and Indian English, switching to English the moment the caller does. It is a specialist in regional-language voice, which matters in insurance because the renewal conversation is where language gaps lose policies.

  • —Instant lead calling dials a new aggregator, Meta or Google lead within 30 seconds, where the lead can be pushed by webhook, Zapier or Make.
  • —Bulk renewal campaigns call every number on an uploaded list with calling windows, retries, callbacks and DND screening.
  • —Inbound calls: the agent answers the agency's number 24/7, handles routine questions, and remembers returning callers.
  • —On the call it can read a spreadsheet live, book a slot in a calendar, send a WhatsApp message and transfer the call to your team when a person should take it.
  • —After every call there is a recording, transcript, summary and the custom fields you asked for, in the dashboard and at your webhook.

It is not a fit for everyone. Pricing is flat: no setup fee, Standard ₹5 or Premium ₹6.8 a connected minute, ₹649 a month for a number with one channel, and ₹649 for each extra channel. The agent does not advise, recommend or approve. It does not offer on-premise or air-gapped deployment, and it does not hold the security certifications that some regulated enterprises require.

Those are the cases where another vendor can be the better answer. Gnani.ai, per its own website, lists SOC 2, ISO 27001, PCI-DSS and several deployment models including on-premise and air-gapped, which suits a bank or a large insurer more than a self-serve product. Convin, per its own website, audits and coaches human contact-centre calls, which is a different job. A small agency, a broker or a POSP network that wants renewals and leads handled in a customer's language is where Outpero is built to work.

Questions to ask any vendor before signing

  1. 01Can the agent read my renewal list live, and what happens when a figure changes mid-campaign?
  2. 02Show the transcript of a call where the customer asked for advice. What did the agent say?
  3. 03Which languages are supported, and what does the agent do when the caller uses an unsupported one?
  4. 04How are DND, calling hours and retries set, and who owns the DLT registration?
  5. 05What do I pay beyond the minute rate: number, channels, setup, minimum commitment?
  6. 06How do I export recordings and transcripts if an insurer or customer disputes a call?

Frequently asked questions

Can an AI voice agent legally call insurance policyholders in India?

+

Yes, with the same obligations as any caller. A renewal reminder to an existing policyholder is generally a service call, while cross-selling to a list is promotional and needs DLT registration, DND screening and calling-hour discipline under TRAI rules. Advice and recommendations stay with IRDAI-licensed persons. Take advice from your compliance person on your own lists and scripts before launch.

Can the agent explain policy terms or recommend a plan?

+

It can state facts you load into it, such as the due date, the premium on file, the sum assured and the grace period, and answer routine questions from your script. It should not recommend a plan or compare insurers, because that is advice. Anything advisory goes to a callback from a licensed advisor, which the agent books on the call.

How many renewal calls can run at once?

+

Concurrency is sold as channels. One channel is one call at a time on your number, and it is included in the ₹649 a month number. Each extra channel is ₹649 a month and can be added or removed any month. A channel works through roughly 55 dials an hour in a bulk campaign, so size channels to your busiest due-date week.

What does an insurance calling campaign cost per month?

+

Calls are billed per connected minute from prepaid credits: Standard ₹5, Premium ₹6.8, with no setup fee and no subscription. A 2,400-policy book with two reminder rounds, 60% connect and 1.5-minute calls comes to about ₹21,600 plus the ₹649 number, before 18% GST. Unanswered calls are not billed. New accounts get 50 free credits to test.

Does it work in regional languages for renewals?

+

Yes. Outpero speaks Hindi, Telugu, Tamil, Marathi, Kannada, Malayalam and Indian English, and switches to English the moment the policyholder does, which is how insurance terms such as premium and NCB are usually spoken. The rate is the same in every language. Bengali, Gujarati and Punjabi are not supported, so those books need human callers.

What should the agent do when a policyholder says they want to cancel or complain?

+

It should record the reason in the caller's words, avoid arguing or offering a discount it is not authorised to give, and pass the call to your team through transfer or book a callback. Complaints and cancellations need a person with authority. The transcript and recording then give your team the exact context before they ring back.
